Hokkaido is Japan’s largest prefecture, and the weather can change considerably as you travel across it. Sapporo sees plenty of snow, inland Asahikawa gets especially cold, and places along the Pacific coast often have clearer winter days. If you’re visiting several areas, check the forecast for each stop rather than relying on a single “Hokkaido” forecast.

To give you a starting point, here’s what winter looks like in Sapporo. These are Japan Meteorological Agency monthly averages, not the temperature you’ll necessarily feel on any given day.

And Sapporo isn’t the coldest place you might visit. In January, Asahikawa averages -7.0°C (19°F), while Hakodate averages -2.4°C (28°F). That’s quite a difference when you’re packing for a trip that includes both cities!

My basic advice is to bring a warm coat, layers you can take off indoors, and waterproof shoes with good grip. If you’re traveling with children or older family members, take extra care on icy paths. Heavy snow can also disrupt transport, so it helps to leave a little breathing room in your schedule.

By December, Hokkaido is well on its way to becoming a snowy landscape. In Sapporo, the monthly average is -0.9°C (30°F), though conditions can feel quite different at the beginning and end of the month. You might find fresh snow one day and slushy streets the next.

That changeable ground is what I’d prepare for first. Snow can soften during the day and freeze overnight, leaving slippery patches where you least expect them. If you’re arriving from a warmer part of Japan, keep your coat and gloves handy rather than buried at the bottom of your suitcase.

For adults, I’d start with a thermal top, add a sweater or fleece, and finish with a warm coat that can handle some snow and wind. Warm pants or fleece-lined leggings, gloves, a knit hat, and a scarf or neck warmer will help once the sun goes down. Waterproof winter shoes with non-slip soles are especially useful for city walks.

Children need similar layers, along with waterproof boots that grip the ground. If they’re looking forward to playing in the snow, bring spare socks and gloves. Those small extras can make the difference between a happy afternoon and an early trip back to the hotel.

December is a lovely time to see the Sapporo White Illumination. Adults can stroll through the lights at Odori Park and stop for dinner afterward. With young children, I’d keep it simple: enjoy one part of the display, warm up indoors, and head back before little feet get too cold.

For a bigger day out, Asahiyama Zoo is wonderful in the snow. Its penguin walk usually starts once there’s enough snow, often in late December, so check the zoo’s announcement first. Asahikawa is colder than Sapporo, and a full-day zoo trip may be a lot for toddlers, but children who love animals will have plenty to look forward to.

If you’d like to see more of Hokkaido’s winter landscape, a Biei and Furano day tour can take you to snowy Shikisai-no-Oka, Shirahige Falls, and the little illuminated cabins of Ningle Terrace. It’s a long day from Sapporo, so I’d choose it for adults or children who are comfortable with extended bus trips. Check the winter route when booking, as stops can change with the weather.

For a gentler mix of indoor and outdoor stops, consider a Sapporo-area tour visiting the Hill of the Buddha, the seafood market, and Jozankei. Families might particularly enjoy the Shiroi Koibito Park stop on the listed route. If snow play is the priority instead, another winter tour combines Bibai’s snow park, Otaru, and Shiroi Koibito Park. Check which stops are included on your date, especially early in the snow season.

January is Sapporo’s coldest month, averaging -3.2°C (26°F). Travel inland, and you’ll feel the difference: Asahikawa averages -7.0°C (19°F), with an average daily low of -11.7°C (11°F).

This is when full winter clothing earns its place in your suitcase. Snow may be deep in one spot and packed into slippery ice in another. I’d allow extra time for walking, especially if you’re pulling luggage or keeping pace with small children.

For adults, think in layers: thermal top and leggings, a sweater or fleece, warm pants, and an insulated coat. Add thick socks, gloves, a hat that covers your ears, and a neck warmer. Snow boots or waterproof winter shoes with good traction will make sightseeing much more comfortable.

There’s one small catch: trains, shops, and restaurants are usually well heated. I find it much easier to wear layers I can loosen or remove than to stay bundled up in one heavy outfit all day.

For children, use the same approach with warm, removable layers under their coats. Choose waterproof boots with enough room for comfortable socks, and bring spare gloves if snow play is on the itinerary.

By January, I’d make time to actually play in the snow. Adults trying skiing for the first time can book a lesson at Sapporo Teine, while younger children can enjoy sledding and snow tubing at its Snowland area when conditions allow. It’s a good way for a family to share a snow day even if everyone isn’t ready to ski.

For something quite different, try smelt fishing near Sapporo. The listed half-day experience provides equipment and guidance, and you fish from a tent before having the chance to taste freshly cooked smelt. I think it could be great fun with children who are happy to sit and concentrate for a while. Bring warm socks and gloves, since you’ll still be spending time on the ice.

If skiing is the main reason for your Hokkaido trip, Niseko deserves more than a hurried stop. A private ski or snowboard lesson lets adults learn at their own pace, and families can ask about a lesson suited to their children’s ages and experience. I’d arrange this while staying in or near Niseko, and confirm the meeting point, equipment, and children’s lesson conditions before booking.

Prefer scenery to snow sports? A Noboribetsu and Lake Toya tour offers a different side of winter Hokkaido, from steam rising at Jigokudani to snowy views around the lake. Some versions add activities such as snowmobiling. With small children, I’d choose the sightseeing route and check its stops carefully: these tours cover a lot of ground, and optional activities may cost extra.

February remains firmly in winter. Sapporo averages -2.7°C (27°F), only slightly warmer than January, and icy streets are still something to watch for.

It’s also easy to spend longer outside than planned this month. You might set out for a quick look at the snow sculptures, then stay until they light up after dark. That’s why I’d dress for the whole outing, not just the walk from the station.

For adults, January’s outfit still works: thermal layers, a warm mid-layer, insulated coat, gloves, hat, warm socks, and waterproof shoes with reliable grip. If you’ll be outside for an evening event, hand warmers can be a welcome addition.

Children will need warm layers and waterproof outerwear if they’re playing in the snow. I’d pack spare gloves and socks, then plan a warm indoor break during a long day out.

February is festival season. At the Sapporo Snow Festival (February 4–11, 2027), adults can explore the sculptures at Odori Park and return to see them lit up after dark. Families with younger children may have more fun choosing one site and taking a warm break rather than trying to see everything. Otaru Snow Light Path (February 6–13, 2027) makes a lovely evening outing, too, though I’d keep little ones’ time outside fairly short.

For another kind of illuminated ice, consider a Lake Shikotsu Ice Festival tour. The lake water is sprayed and frozen into large ice formations that change appearance when the lights come on. It’s a striking experience for adults and children alike, but check the tour’s stops and festival admission before booking, and bring proper winter boots for walking around the site.

If you want to make a full adventure of the month, a Monbetsu icebreaker cruise and Sounkyo Icefall Festival tour combines the Okhotsk Sea with illuminated ice displays inland. I’d save this long outing for adults or older children. Drift ice is a natural phenomenon, so you may not see it, and poor weather can change the cruise or route.

Finally, a Biei Blue Pond and Ningle Terrace evening tour is tempting if you love winter photography. The lit-up snow and woodland shops make a beautiful combination, but this particular tour returns to Sapporo late. For families with young children, I’d choose a shorter daytime outing instead.

I’d pay as much attention to shoes as to your coat. Waterproof snow boots or winter shoes with non-slip soles are the easiest choice for a trip involving plenty of walking. Look for good tread, a comfortable fit, and room for warm socks.

Regular sneakers might be fine inside a hotel, but slush can soak through them, and smooth soles can struggle on ice. If you need extra traction, you can buy detachable ice grips locally in Sapporo at the outdoor shop Montbell at Sapporo Factory. On slippery ground, slow down, take short steps, and place your whole foot on the ground. Be careful even when you see fresh snow: there may be ice underneath.

Here’s the list I’d run through before closing my suitcase:

・Waterproof snow boots or winter shoes with good grip
・Warm socks, plus spare pairs
・Gloves, with a spare pair for children or snow play

・A scarf or neck warmer
・Optional ice grips and hand warmers
・Lip balm and hand cream for heated indoor spaces
・A small bag for the layers you take off indoors

I’d keep my coat, gloves, and winter shoes easy to reach on arrival. Hokkaido may introduce you to the cold before you’ve even checked in!

I wouldn’t choose them for a winter sightseeing trip. Sneakers can get wet in slush and may not grip snowy or icy paths well. Waterproof winter shoes with non-slip soles are a more comfortable choice, especially in January and February.

You do need a warm coat, but layers underneath are just as important. Hokkaido’s streets can be freezing while trains and buildings are well heated, so it helps to adjust what you’re wearing as you go.

Heated hotels, shops, and homes can feel dry, even though the outdoor air isn’t necessarily low in relative humidity. Lip balm and hand cream are handy things to keep in your day bag.

Usually not in Sapporo. Average temperatures range from -0.9°C (30°F) in December to -3.2°C (26°F) in January, then rise slightly to -2.7°C (27°F) in February. December can still bring freezing nights and icy sidewalks, so I’d pack winter footwear for any of the three months.

Hokkaido’s cold can take some getting used to, but I wouldn’t let it keep you indoors. Check the forecast for each destination, dress for the longest stretch you’ll spend outside, and make sure your shoes can handle the ground beneath you. Then you’re free to enjoy the things you came for, whether that’s a snowy zoo visit, your first ski lesson, or an evening among the snow sculptures.
