In the Tohoku region, many of the stores at these locations are found only in Sendai, so it is a must visit if you want to spend your day mall hopping and hitting the deals.

How Tax-Free Shopping Works in Sendai
One of the biggest benefits when shopping in Japan is the tax-free shopping that foreign visitors can take advantage of. All three locations covered in this article offer tax-free shopping at many of their stores. Here's what you need to know before you go.
Who qualifies: Tax-free shopping is available to short-term visitors to Japan. You must be entering on a temporary visitor status. Bring your passport, as it is required at every tax-free transaction. Long-term residents and those on work visas are not eligible.
Minimum purchase: You need to spend at least 5,000 yen (excluding tax) at the same store on the same day for a purchase to qualify. At malls with a centralized tax-free counter, purchases from multiple stores can sometimes be combined to meet this threshold. Check with the information desk on arrival.
How it works right now: Present your passport at checkout at any designated tax-free store. Staff will verify your visitor status, and the 10% consumption tax is removed from your total at the point of purchase. No additional steps are required at the store. Some malls also offer additional passport discount coupons on top of the tax exemption, so pick these up at the information center when you arrive.
Important: The system is changing on November 1, 2026. From that date, the instant tax exemption at checkout ends nationwide. Instead, visitors will pay the full price, including tax, at the time of purchase, then claim a refund at the airport before departing Japan. Receipts must be kept, purchases registered to your passport, and customs confirmation completed at the airport within 90 days of purchase. If you are visiting Sendai before November 1, 2026, the current system described above applies. If you are visiting after that date, budget for the full price upfront and allow extra time at the airport for the refund process.
1. Mitsui Outlet Park Sendai Port: Tohoku's Largest Outlet Mall
