For travelers exploring Japan, 2028 is set to bring a notable new rail experience. Connecting the energy of central Tokyo with the historic streets of Kawagoe, often called “Little Edo,” the long-running “New Red Arrow (10000 series)” limited express will be redesigned as a new sightseeing train by a globally recognized creator.
Supervised by Mecha Designer Kunio Okawara
The redesign is supervised by Kunio Okawara, known worldwide for his mechanical design work on Mobile Suit Gundam. This project marks the first time he has overseen both the exterior and interior design of a railway train. Blending functional design with a sense of warmth, the updated train is expected to become a distinctive new presence on the Seibu Shinjuku Line.
A New Onboard Experience with Private Spaces and Lounge Features
The interior will shift away from its current commuter-style layout to a more experience-focused design. In addition to standard seating, the train will include semi-private compartments and sofa-style seating for a more relaxed atmosphere.
A bar counter is also planned, offering light meals and drinks. The aim is to make the journey itself a comfortable and enjoyable part of the trip.

Little Edo Kawagoe (Hon-Kawagoe Station)
Kawagoe is one of the most popular historic areas near Tokyo, known for its preserved streets of Edo-period warehouse-style buildings. Visitors can stroll the area in a kimono, sample local street food, and stop by the well-known Toki no Kane (Bell of Time).
Seibu-Shinjuku & Kabukicho
The departure point for the train, this area is part of one of Tokyo’s busiest entertainment districts. With its neon-lit streets and landmarks like the Godzilla Head, Kabukicho offers a very different atmosphere from Kawagoe, highlighting the contrast along the route.
Looking Ahead to 2028
The redesigned Red Arrow is scheduled to begin service in fiscal 2028 between Seibu-Shinjuku and Hon-Kawagoe.
Combining elements of design, travel, and cultural storytelling, this new train offers a fresh way to experience the journey between Tokyo and one of its most popular nearby destinations.
