Halloween celebrations have become increasingly popular in Japan over the past few decades, with costume parties, theme-park events and seasonal food appearing across the country each autumn.

The most famous example was Shibuya Halloween, an unofficial gathering that filled the streets around Shibuya Station with costumed revelers. With no organizer or controlled event space, however, the enormous crowds also brought littering, noise, vandalism, public drinking and other problems.

Shibuya introduced restrictions on public drinking around Halloween and New Year's Eve in 2019. Those rules were later expanded significantly, and since October 2024, drinking alcohol in designated public streets, parks and other public spaces around Shibuya Station has been prohibited every night from 6 PM to 5 AM.

Concerns over overcrowding intensified after the deadly crowd crush in Seoul’s Itaewon district during Halloween celebrations in 2022. In 2023, Shibuya Ward explicitly asked people not to come to the Shibuya Station area for Halloween celebrations, stressing that Shibuya was not an official Halloween event venue.

As Shibuya tightened crowd controls and street-drinking rules, attention increasingly shifted toward nightlife districts such as Kabukicho in Shinjuku. Shinjuku subsequently introduced its own Halloween street-drinking restrictions.

For travelers in 2026, the message is simple: Shibuya and Shinjuku are not places to treat Halloween as an anything-goes street party. Organized events, theme parks, cosplay festivals, and indoor celebrations are a much better way to join in.

Tokyo's two biggest nightlife districts have specific restrictions travelers should know before heading out on Halloween. Shibuya's rules apply throughout the year, while Shinjuku introduces additional controls specifically for Halloween night.

Shibuya’s alcohol restrictions now apply year-round, not just around Halloween. Since October 1, 2024, drinking alcohol in designated streets, parks, plazas, and other public spaces around Shibuya Station has been prohibited daily from 6 PM to 5 AM.

The restricted zone includes parts of Shibuya, Dogenzaka, Udagawacho, Jinnan, Jingumae, and Maruyamacho, covering many nightlife areas around Center-Gai and Dogenzaka. The rules were expanded in response to ongoing issues such as litter, noise, and street drinking. Since June 2026, Shibuya has also imposed an on-the-spot fine of 2,000 yen for littering.

Visitors on October 31 should also expect heavier crowds and possible temporary traffic or crowd-control measures.

Shinjuku will again restrict street drinking in parts of Kabukicho and Shinjuku on Halloween night in 2026. From 5 PM on October 31 to 5 AM on November 1, drinking alcohol on the street will be restricted in designated areas of Shinjuku 3-chome and Kabukicho 1-chome.

Alcohol retailers in the affected area will also be asked to suspend alcohol sales during this period. Ward staff and security personnel will patrol the area and manage crowds, while activities such as using open flames, climbing streetlights or buildings, and creating excessive noise with sound equipment are prohibited.

As of September 2026, no official Halloween regulations have been announced for areas in Tokyo outside of Shibuya and Shinjuku.

Outside Shibuya and Shinjuku, rules vary by location, and authorities may introduce temporary restrictions or crowd-control measures depending on expected turnout.

Large informal gatherings can still form in busy nightlife districts such as Dotonbori in Osaka or entertainment areas in Sapporo, but a crowd gathering in the street does not necessarily mean an official Halloween event is taking place.

Wherever you celebrate, avoid blocking streets, drinking where prohibited, littering, making excessive noise or interfering with local businesses and residents. Organized events are generally the easiest and most enjoyable way to experience Halloween in Japan.

Japan still goes big for Halloween. The difference is that many of the best celebrations now take place at organized festivals, theme parks, hotels and attractions rather than through unofficial street parties.

Warner Bros. Studio Tour Tokyo - The Making of Harry Potter is hosting its first-ever Halloween special event, "Dark Arts Halloween," from September 10 through November 8, 2026. For this limited time, the studio tour transforms into a dark, immersive world ruled by Lord Voldemort and his Death Eaters.

Step into the Great Hall to find over 100 floating Jack-o'-lanterns and tables laden with Halloween treats. For the first time at Studio Tour Tokyo, visitors can experience a live-action "Death Eater Demonstration" in the Ministry of Magic set, encounter 2-meter-tall Dementors lurking in the Forbidden Forest, and watch the Hogwarts castle model enveloped in Dark Mark projections. Seasonal themed dining—including a purple-bun Halloween Burger, Forbidden Forest Pancakes, and Dark Mark Milkshakes—completes the spooky atmosphere.

If you’ve got kids under 12, the Harajuku Omotesando Hello Halloween Pumpkin Parade is a fun, family-friendly event that’s been held around Shibuya, Harajuku, and Omotesando for over 40 years – this year marks its 42nd run! While participation in the parade and the accompanying “Sweets Rally” is limited to kids and their guardians, anyone can watch the procession for free, then join in the various Halloween specials at many shops in the area, including spooky Halloween menus and a “Halloween Lottery” at participating locations.

One of Japan’s biggest cosplay gatherings is taking over Ikebukuro again in 2026, bringing three days of costumes, cameras, stage shows, and full-on Halloween energy to the neighborhood.

The main Ikebukuro Halloween Cosplay Fest takes place on October 31 and November 1, when Sunshine City and the surrounding Ikebukuro streets fill with cosplayers, photographers, dedicated photo spots, stage performances, and special programs. The main event runs from 10 AM–6 PM, with stage programming from 11 AM–4:30 PM.

But the party actually starts a day earlier. Ikehalo Night takes over Sunshine City on October 30 from 4:30 PM–10:30 PM, offering an after-dark cosplay event for participants aged 18 and over. High school students are not permitted to participate.

Cosplayers and photographers will need the appropriate participation ticket, and popular ticket categories can sell out. General cosplay tickets for October 31 or November 1 cost 2,980 yen in advance or 3,480 yen on the day.

Tokyo Disney Resort gets a full Halloween makeover from September 16 through October 31, 2026, with seasonal shows, spooky decorations, limited-time food, merchandise, and plenty of Disney characters getting into the spirit across both parks.

At Tokyo Disneyland, the Disney Villains are back in the spotlight with The Villains' Halloween "Into the Frenzy," bringing a darker, more mischievous edge to the season. The Haunted Mansion also switches over to its popular Haunted Mansion "Holiday Nightmare" version from September 15, 2026 through January 7, 2027, while Night High Halloween adds Halloween music and fireworks after dark.

Over at Tokyo DisneySea, Mickey Mouse and friends take to the water for Disney Halloween Greeting, appearing aboard a Halloween-themed boat as they cruise through the harbor. After sunset, Night High Halloween lights up the sky with fireworks set to seasonal music.

Planning to go in costume? There is one important rule to know. Guests may wear full Disney character costumes from September 15–30 and again from October 16–31, but full costumes are not permitted from October 1–15.

Sanrio Puroland is giving Halloween an extra-fluffy monster makeover in 2026 with PUROMONSTERSCRAMBLE, running from September 11 through November 3.

Hello Kitty, Kuromi, Cinnamoroll, and Badtz-Maru swap their usual looks for monster-inspired costumes in PUROMONSTERSCRAMBLE PARTY, a 360-degree immersive live show inside the Entertainment Hall. The characters also take turns on the decks during PUROMONSTERSCRAMBLE DJ TIME!, with LABUBU joining the chaos as a special guest.

For visitors who prefer their Halloween a little less cute and a lot more unsettling, the Sanrio Character Boat Ride gets a horror makeover as Noroware Pierrot. It runs on September 11 and on weekends and holidays from September 12 through November 3, starting after 4 PM. This version is limited to junior high school-age guests and older.

Thomas Land, the outdoor Thomas the Tank Engine theme park inside Fuji-Q Highland, gets a playful Halloween makeover from September 12 through November 1, 2026.

This year’s Thomas Land HALLOWEEN PARTY! is themed around “Ghosts and Parties,” featuring colorful decorations, mischievous little ghosts, and plenty of seasonal activities for younger visitors.

Kids can join the free HALLOWEEN PARTY Bingo for a chance to win an original badge, while the Thomas Land PLAY ON! dance show gets a special Halloween version on weekends. The biggest day is October 31, when children can join a costume parade.

The treats continue across Halloween weekend, October 31–November 1. Kids who spot staff carrying pumpkin baskets can say “Trick or Treat!” to receive free candy. Families can also stop by the Thomas Restaurant for limited-edition autumn and Halloween-themed dishes.

Universal Studios Japan cranks the fear factor way up again this fall, with Halloween Horror Nights returning for its 15th year from September 11 through November 8, 2026.

This year’s big headline is scale: STREET ZOMBIES unleashes the largest zombie horde in the event’s history across the park, while ZOMBIE de DANCE turns the chaos into a full-blown street party once the music kicks in.

For something even more intense, Lights Out: Nightmare Isolation is an all-new R-18 horror experience that requires participants to sign a waiver before entering. Elsewhere, guests can try to survive Resident Evil Requiem: The Dive, plunge into cursed darkness on SADAKO'S CURSE: DARK HORROR RIDE, or step into the anime chaos of Chainsaw Man: The Chaos 4-D and special collaborative coaster experiences.

And for anyone who somehow still has energy left, selected dates also feature Halloween Horror Nights: All Night, keeping the scares going right through until morning.

Kobe’s Rokko Island goes all-in on Halloween again in 2026, with the Rokko Island Halloween Festival filling the waterfront area with costumes, performances, games, and family-friendly fun across October 24–25.

Billed as one of the Kansai region’s biggest Halloween events, the festival packs in plenty over two days. Highlights include a costume contest on October 24, a large costume parade on October 25, trick-or-treat activities, stage performances, street entertainers, exhibition booths, and hands-on attractions for kids.

It is an easy one for families, groups of friends, or anyone who simply wants to soak up the Halloween atmosphere without committing to a theme park.

One thing to note: advance registration is required for the costume contest and costume parade. Trick-or-treat activities, the Halloween art corner, and some game and attraction booths are available while supplies last, and certain activities require a separate ticket or fee.

Moxy Osaka Honmachi is celebrating both Halloween and its 9th anniversary with a one-night-only Halloween Disco Night Party on October 31.

Expect a lively mix of disco beats, dancing, food, and a little friendly competition, with DJ KURIMOTO and DJ SEIICHI keeping the party moving throughout the evening. Admission includes one drink, buffet food, and a bingo card, with prizes up for grabs during the bingo tournament.

Costumes are very much encouraged, too. Guests who arrive dressed up will get their second drink free. The party is open to both hotel guests and walk-in visitors, and even pets can join the fun as long as they arrive in a pet cart or carrier. Bonus points, naturally, for a pet Halloween costume.

Ario Sapporo gets into the Halloween spirit on October 24–25, 2026, with a family-friendly costume parade at the Harvest Court Event Plaza on the first floor.

Three parades will be held each day at 12 PM, 2 PM, and 4 PM, giving kids and families plenty of chances to show off their costumes. After the parade, participants can also join a Halloween costume contest and put their best spooky, cute, or creative look to the test.

Participation is free, but advance registration is required. Each parade is limited to 100 participants on a first-come, first-served basis. The event is open to children, families, and groups that include children, although large school groups cannot participate. Watching from the sidelines is free.

Shiroi Koibito Park is giving Halloween a suitably sweet and slightly spooky makeover in 2026, with black cats taking center stage from September 3 through October 31.

Seasonal treats are a big part of the fun, including the Ghost Chocolate Fondue, priced at 3,500 yen with two drinks, and the Cup Parfait ~Sweet Temptation from a Black Cat~. Around the park, visitors can also expect Halloween decorations, themed photo spots, and limited-time sweets.

After dark, things get much creepier. The popular horror mission The Hide-and-Seek of Fear, Led by Black Feathers returns on selected nights, challenging participants to solve puzzles in the dark and make their escape. It will be held on October 3, 10, 11, 17, 24, and 25, with a participation fee of 3,500 yen.

There is plenty that is new for 2026, too. The park will host a Halloween Photo Contest as well as its first-ever cosplay event, Koicos!, on October 10 and 11. And on October 24, 25, and 31, anyone who arrives in costume, children and adults alike, can enter the park for free.
