Airport Tax Refund Procedure & Workflow

STEP 01

At Purchase (Tax-inclusive purchase + Registration of refund method)

Present your passport at a tax-free shop and purchase items at the regular tax-inclusive price. At the same time, register your refund destination information, such as a credit card. The tax-free shop will guide you on the necessary steps to receive your consumption tax refund.

STEP 02

At Departure (Go to the terminal/Customs before checking in baggage)

You must depart Japan within 90 days from the purchase date. Before checking in your baggage at the airline counter, complete the procedure at the tax-free procedure terminal located in the general area of the airport (or seaport). GREEN means cleared, RED means proceed to Customs counter for inspection.
* After completing the procedure, check in your baggage at the airline counter.

STEP 03

After Customs Verification (Refund from tax-free shops, etc.)

After a successful verification via the terminal (GREEN) or Customs inspection, the consumption tax refund will be processed to your pre-registered credit card or refund account by the tax-free shops, etc.

Smooth Procedures with Visit Japan Web (VJW)

Using the visit japan web tax free service (commonly referred to as vjw tax free) makes the process incredibly smooth at certain airports (Narita, Haneda, Kansai, Chubu, New Chitose, Fukuoka, Naha). You can use Visit Japan Web (VJW) instead of the tax-free procedure terminal to complete the process easily.
* This service is available within the designated Wi-Fi areas (International Departure Lobby) of the eligible airports. Registering on VJW before or during your trip will also make procedures at entry and tax-free shops smoother.

[New Rules] FAQ: Airport Tax Refund & New Rules (From November 2026)

* The following FAQs pertain to the new tax-free system (Refund System) launching in November 2026.

Q. What is the japan tax free minimum purchase amount and is there a japan tax free limit under the 2026 rules?
A. The previous classification between "general goods" and "consumables" will be abolished under the new japan tax-free shopping rules. The japan tax free minimum purchase amount is tax-exclusive 5,000 yen. Additionally, the daily japan tax free limit of 500,000 yen for consumables per store has been eliminated under the new japan tax-free rules 2026, allowing unlimited purchases.
Q. Is there a limit on the quantity of items I can purchase at a tax-free shop?
A. While the purchase limit of 500,000 yen for consumables has been abolished, purchased items are still limited to quantities that you can personally carry and bring out of Japan at the time of your departure. Please make sure you can present the purchased items at Customs.
Q. Can I open tax free bag japan? What are the new rules for the japan tax free bag?
A. Under the new refund system, the special sealed japan tax free bag packaging requirement is completely abolished. You no longer need to ask if you can open tax free bag japan before departure. However, please note that if you consume or use these tax-free goods inside Japan, you will not be eligible to receive a consumption tax refund.
Q. I hold Japanese nationality but have lived abroad for more than 2 years. Are there any changes to the confirmation documents required for tax-free procedures?
A. In addition to current documents, a My Number Card can also be used as a document to confirm that you have continuously lived outside Japan for more than 2 years.
Q. How should I complete the japan tax refund procedure?
A. The tax-free shop will provide instructions on the necessary steps to receive your japan tax refund. Please register your refund destination (like a credit card) at the store during purchase.
Q. How do I claim my japan tax refund, and when should I complete the verification at the airport?
A. To receive your japan tax refund, you must complete the japan tax refund airport verification procedure before checking in your luggage. Please arrive at the airport early and use the tax-free procedure terminal or visit the Customs counter. You must receive Customs verification at the time of departure within 90 days from the purchase date.
* If you are connecting from a domestic flight to an international flight to depart, you must complete the procedure at the departure airport.
Q. I accidentally consumed a portion of the items I purchased under the tax-free procedure. Can I receive Customs verification only for the items I have not consumed?
A. Customs verification is processed per single purchase transaction (per receipt, etc.). If even one item included in a single purchase transaction (receipt, etc.) is not in your possession, you cannot receive Customs verification for any of the items, including those you still have.
Example: If a receipt dated December 5, 2026, 10:40 AM contains Item A (3,000 yen - in possession), Item B (75,000 yen - in possession), and Item C (13,000 yen - missing/consumed), the entire transaction becomes ineligible for tax exemption.
Q. Are there any special procedures if I purchase a high-value item with a unit price of 1 million yen or more?
A. If you purchase an item with a tax-exclusive unit price of 1 million yen or more, specific identification details (like serial numbers) will be registered at the shop. At departure, Customs may ask to inspect the item alongside certificates, warranties, or serial numbers. Please keep them in your carry-on luggage for easy access.
Q. Is there a penalty if I do not bring items that received Customs verification out of Japan?
A. An amount equivalent to the exempted consumption tax will be collected, and you will be subject to penalties.
Q. Japan tax free: What to do at the airport under the new rules?
A. Before checking in your baggage at the airline counter, head to the tax-free procedure terminal (or Customs office) in the general departures area. Present your passport and purchase records. Be sure to keep your purchased items in your carry-on baggage, as Customs officers may request to inspect them before giving approval for your refund.
