水戸藩第9代藩主徳川斉昭によって設立された水戸藩の藩校（特別史跡）です。文武両道を重視し、儒学、医学、剣術、馬術など幅広い教育が行われ、藩士の子弟は文武両道の訓練を受けました。当時は国内最大規模の藩校であり、15代将軍徳川慶喜もここで学びました。現在は正門、本堂、至善堂（いずれも重要文化財）が残っており、梅の名所としても有名です。梅の見頃は2月下旬から3月上旬です。
