这是水户藩的藩校（特别史迹），由第九代水户藩主德川齐昭创建。该校注重文武并重，提供儒、医、剑、马等广泛教育，让藩士子弟能够学习武艺。当时，它是日本最大的藩校，第十五代将军德川庆喜也曾在此学习。目前，学校的正门、正殿和自然堂（均被指定为重要文化遗产）依然保留，梅花也因梅花而闻名。最佳赏梅时间是2月下旬至3月上旬。
