이곳은 미토번의 9대 번주 도쿠가와 나리아키가 세운 번학교(특별사적)입니다. 학문과 무술을 중시하여 유교, 의학, 검술, 마술 등 다양한 교육을 제공하여 번주 자제들이 예술과 무술을 모두 수련할 수 있도록 했습니다. 당시에는 전국 최대 규모의 번학교였으며, 15대 쇼군 도쿠가와 요시노부도 이곳에서 수학했습니다. 현재 정문, 본당, 시젠도(모두 중요문화재)가 남아 있으며, 매화꽃으로도 유명합니다. 매화꽃을 감상하기 가장 좋은 시기는 2월 하순부터 3월 초순입니다.
